PAIA Manual

This is the Promotion of Access to Information Act (PAIA) Manual for The Payments Club. This document is prepared in accordance with Section 51 of the Promotion of Access to Information Act 2 of 2000 (PAIA).

1. Introduction

This manual is published in accordance with the Promotion of Access to Information Act 2 of 2000 (PAIA) to enable requestors to access records held by The Payments Club. It provides information about the types of records we hold, how to request access, and the procedures and fees involved.

3. Guide on How to Use PAIA

The South African Human Rights Commission (SAHRC) has published a guide on how to use PAIA. The guide is available at www.sahrc.org.za.

4. Records Held by The Payments Club

4.1 Member Records

  • Member registration forms and applications
  • Contact details (name, email, phone, company)
  • Event registration and attendance history
  • Communication preferences and consent records
  • Profile information (LinkedIn, role, company)

4.2 Administrative Records

  • Audit logs
  • Consent records
  • Event records (names, dates, venues, sponsors)
  • Financial records
  • Internal policies and procedures

4.3 Company Records

  • Company profiles and descriptions
  • AI-enriched company data
  • Sponsorship records

4.4 Records Not Available

Certain records are not available for access under PAIA, including:

  • Records protected by legal professional privilege
  • Records containing confidential commercial information
  • Records that would violate the privacy of other individuals
  • Records that are the subject of legal proceedings

5. Request Procedure

  1. Complete the prescribed PAIA request form (Form A).
  2. Submit the form to the Information Officer at privacy@paymentsclub.co.za.
  3. Provide sufficient detail to enable us to identify the requested records.
  4. Indicate your preferred format for access (copy, inspection, etc.).
  5. Pay the prescribed access fee (if applicable).

6. Fees

  • Request fee: R50.00 (unless exempted)
  • Copy fee: As prescribed by the Department of Justice
  • Search fee: As prescribed by the Department of Justice

Fees are subject to change as prescribed by the Minister of Justice and Constitutional Development.

7. Grounds for Refusal

The Information Officer may refuse access to records on grounds including:

  • Protection of personal information (POPIA)
  • Commercial confidentiality
  • Legal professional privilege
  • Security of the Club
  • Public interest

8. Internal Appeal

If you are dissatisfied with a decision to refuse access, you may lodge an internal appeal with the Information Officer within 30 days of receiving the decision.

9. External Remedies

If you are dissatisfied with the outcome of an internal appeal, you may:

  • Apply to the Information Regulator for mediation or adjudication
  • Apply to the High Court for review of the decision

10. Availability of this Manual

This manual is available on our website at paymentsclub.co.za/paia and copies are available on request from the Information Officer.
